The book of Nehemiah witnesses a transformation in the strategy of recreating Israel's identity and its way of worshiping the God YHWH. The vices in the Temple demonstrated that tithes and offerings were not being used correctly to maintain the Temple. The offerings of the first fruits should be taken directly to the house of YHWH, but as a quantity should be available for exchange, another for tithes and offerings, the worker who did not serve the government lived immersed in misery.
